About Vienna
Vienna is the capital of Austria and, unusually, one of its nine federal provinces at the same time — the city council doubles as a state parliament and the mayor as a state governor. Just over 2 million people live in its 23 districts across 414.8 km², on the Danube where the Alps run out into the Pannonian plain, and close to 2.9 million in the wider metropolitan area.
The Romans built a legionary fortress here called Vindobona. The name that became "Wien" is first recorded as Wenia in an 881 entry of the Salzburg Annals, and the town was granted city rights in 1221. It spent centuries as the seat of the Habsburgs and the capital of an empire far larger than the present country, which is why a city of two million carries the palaces, the ministries and the concert halls of one several times the size. The historic centre has been a UNESCO World Heritage Site since 2001.
Two things shape daily life more than the postcards suggest. The first is housing: the city is one of Europe's largest residential landlords, and a large share of Viennese live in municipal or subsidised flats, which is a policy running unbroken since the 1920s. The second is public transport — the U-Bahn, tram and bus network run by Wiener Linien, paid for by an annual pass that has cost a euro a day since 2012. Vienna is also a United Nations headquarters city, alongside New York, Geneva and Nairobi, and hosts OPEC and the IAEA.
